Ultimate Top Down Tactics is the best starting point for creating your own top down tactics game. With the use of the engine's long list of customizable settings you can adjust how the game plays, until you achieve the user experience you desire.

Ultimate Top Down Tactics is a top down tactics engine that implements many of the common game-play aspects of popular tactics games. The key theme of the engine is a high degree of customization, allowing designers to quickly and easily enable or disable additional features on the fly, in game. All settings are well documented both in-engine, and inside the PDF companion guide, which covers each setting in even further detail.
While the engine is mainly designed to be easy to use outside of the unreal editor, the back-end is all fully documented and explained blueprint code. The PDF Companion guide also explains the easiest way to integrate your own character, skills, items and weapons into the engine.
